Deputy Program Manager / Senior Contract Specialist

We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
Responsibilities and Duties
We currently have an opportunity for a Deputy Program Manager/Contract Specialist with a minimum of ten (10) years’ experience in Federal contracting and procurement to include seven (7) years of program management. The experience can be either as a federal government employee or a member of the U.S. military. We are looking for candidates to oversee contract activities for acquisitions, procurement, and closeout support services; and other duties as assigned. This position is contingent on contract award. Specific responsibilities include:
- Oversee full life cycle contract management (cradle to grave)
- Provides technical supervision/ guidance for staff to ensure quality and compliance.
- Assist agency contracting office with drafting various contract documents including base contracts, modifications, and purchase orders.
- Leads and directs work of team members
- Demonstrates strong managerial experience in providing technical advice, organizing, planning, directing, and managing staff to ensure that goals and objectives of the project, as well as problem resolution and customer satisfaction, are accomplished within prescribed timeframes
- Serve as a liaison between agency program offices and contracting personnel (bridging the gap between the two functions)
- Work with and advise agency program managers on procurement policies, processes regulations, and procedures
- Collaborate with a variety of Program Offices to ensure that all acquisition package components are completed in a compliant manner
- Maintain working knowledge of the Federal Acquisition Regulation (FAR) and agency supplemental regulations; utilize all applicable regulations, policies, and procedures
Requirements
Qualifications
- 10+ years experience in Federal Government acquisitions, either as a federal employee (1102) or as a contractor
- 7+ leading projects and programs for DOD and / or other Federal Agencies.
- Management experience in programs with direct relevance to the acquisition career field
- B.S. / B.A. Degree is required
- Experience working in support of NASA is highly desirable
- DAWIA /FAC-C or equivalent certifications such as CFCM or CPCM are highly desirable
- Ability to pass a federal background check for facility access is required
- Thorough knowledge of the Federal Acquisition Regulation (FAR), the NASA FAR supplement (NFS) and other applicable guidance is necessary
- Strong background in acquiring commercial supplies and/or services for the Federal Government
- Excellent communication, organization, and interpersonal skills (Job entails supporting multiple purchasing actions in a fast-paced environment)
- Ability to work with minimal guidance and supervision
- Position will require interaction with procurement office management
- Interpersonal skills and the ability to communicate effectively are necessary
