Program Manager / Senior Contract Specialist
OCT Consulting is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
Responsibilities and Duties
We currently have an opportunity for a Program Manager/Contract Specialist with a minimum of twelve (12) years’ experience in Federal contracting and procurement including nine (9) years of program management. The experience can be either as a federal government employee or a member of the U.S. military. We are looking for candidates to oversee contract activities for acquisitions, procurement, and closeout support services; and other duties as assigned. This position is contingent on a contract award. Specific responsibilities include:
- Oversee full life cycle contract management (cradle to grave)
- Provides technical supervision/ guidance for staff to ensure quality and compliance.
- Assist the agency contracting office with drafting various contract documents including base contracts, modifications, and purchase orders.
- Leads and directs work of team members
- Demonstrates strong managerial experience in providing technical advice, organizing, planning, directing, and managing staff to ensure that goals and objectives of the project, as well as problem resolution and customer satisfaction, are accomplished within prescribed timeframes
- Serve as a liaison between agency program offices and contracting personnel (bridging the gap between the two functions)
- Work with and advise agency program managers on procurement policies, processes regulations, and procedures
- Collaborate with a variety of Program Offices to ensure that all acquisition package components are completed in a compliant manner
- Maintain working knowledge of the Federal Acquisition Regulation (FAR) and agency supplemental regulations; utilize all applicable regulations, policies, and procedures

- SALARY: $140,000-170,000 dependent upon experience, education, etc.
