Job Description

WWC Federal is seeking a Subject Matter Expert (SME) as Business Process/ Program Manager for a contract within the Department of Defense (DoD) at USTRANSCOM in support of Business Process Reengineering (BPR) for the Joint Transportation Management System (JTMS).

Duties and Responsibilities may include but are not limited to:

  • Responsible for managing the implementation of BPR task orders, projects or programs.
  • Plan, coordinate, and manage the actions taken by an organization to acquire and execute a specific piece of business, either competitively or non-competitively.
  • Integrate all functions and activities necessary to perform the BPR project/program to meet the client or customer requirements.
  • Plan and implement actions by the BPR program/project team to define and implement technical baseline and meet quality requirements for project/program products and services.
  • Direct BPR project/program team personnel, manage cost and schedule, ensure contract compliance, and serve as project/program interface.
  • Planning, organizing, directing, executing, monitoring, and controlling all aspects of the BPR task order/project/program, including technology, schedule, cost, contract and customer satisfaction.
  • Interfaces with BPR task and functional leaders, subcontractors, support personnel, and other stakeholders.
  • Managing a moderate to high-risk project/program (composed of either a single task order/project or a coordinated effort of multiple related task orders/projects with a common technical or customer objective), including leadership and support for the following:
    • Facilitate team meetings and record meeting notes/action items.
    • Track status of, and coordinate responses to, action items; updates to project management documentation.
    • Evaluate action items and advise the delivery team on potential solutions.
    • Financial ad-hoc support for data calls and briefings.
    • Assist in the preparation of program/portfolio review documentation and other reoccurring meetings/briefs.
    • Develop worksheets and presentations which require current and projected budget, schedule, risk assessment, and performance measures for assigned projects.
    • Create and update program management dashboard with current program status.
    • Assist with maintenance and integration of project schedules and all deliverables (CDRLs).
    • Assist with development and review of acquisition documentation supporting program budgets: Independent Government Cost Estimate (IGCE), Justification and Authorization (Jamp;A), Market Research.
    • Assist with tracking of program budget execution and provide status updates.
    • Assist with review of spend plans and Annual Program Plans (APPs).
    • Create contract burn rate charts.

This position is contingent on contract award and is anticipated to start on or about June 1, 2023.

Work Environment:

  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
  • Ability to sit at a computer terminal for an extended period of time.

  • While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.

Travel:
