Job Description

TechFlow, Inc. is seeking a meticulous and skilled Capture Manager to join their team. In this role, you will lead capture efforts to secure new business and exceed revenue targets. You will report directly to the Vice President of Business Development and serve as the primary point of contact for all capture-related activities. Responsibilities
  • Develop and execute capture plans, strategies, and processes that effectively close opportunities and win new business.
  • Collaborate with cross-functional teams - including program managers, proposal managers, and subject matter experts - to prepare winning proposals and competitive bids.
  • Conduct market research and competitive analyses to gain insights and inform capture strategy and tactics.
  • Attend industry events, customer meetings and trade shows to build and maintain relationships with potential customers.
  • Analyze customer requirements, budget, capability gaps, acquisition history, and procurement methods to develop effective solutions that meet their needs.
  • Ensure compliant, ethical, and legal business practices in all capture-related activities.
  • Use tools such as SAM.Gov, GovWin, Bloomberg Government, Salesforce CRM, GSA eBuy and opportunity information from other contract vehicles to identify new opportunities
  • Work with business development, line management, technical, functional and proposal staff to identify, develop, manage and capture new work within the FEDCIV market
  • Research Government agency budgets and procurement forecast documents
  • Work with technical and functional staff to coordinate and participate in customer meetings to create and better understand customer requirements and preferences
  • Maintain a pipeline, develop capture plans, and GATE Reviews for assigned opportunities
  • Lead and facilitate the development, delivery, and presentation of whitepapers, request for information responses and unsolicited proposals
  • Identify and conduct research on potential teaming partners and suppliers for target opportunities
  • Assist technical and functional staff in the development of Digital Service solutions for opportunities; support technical review boards
  • Support capture, bid and proposal and review activities in support of other members of the Digital Services and Corporate business development teams

Requirements

  • Bachelor’s Degree or equivalent experience
  • 3+ years of Business Development or Capture experience in federal government contracting
  • Strong knowledge of the federal procurement process and regulations (FAR, DFAR, etc.)
  • Experience using tools such as SAM.Gov, GovWin, Bloomberg Government, Salesforce CRM, GSA eBuy, and other contract vehicles and tools to support business development and opportunity identification
  • Excellent interpersonal skills, including communication, negotiation, and presentation skills
  • Experience leading, or being a major contributor, to the capture of new Digital Services work
  • Ability to obtain and maintain a Top Secret security clearance


Preferred Qualifications

  • Professional certification in capture management (such as CPCM, APMP, or Shipley)
