Job Description

The Project Manager (PM) is responsible for overall contract performance and compliance. The PM establishes and maintains a professional working relationship with the government, facility tenants, vendors, and other stakeholders. The PM is responsible for daily operations and management of the entire program, as well as administrative duties associated with the base support operations, providing technical direction for work supervisors and on-site leads within their functional areas.

**This position is contingent on contract award estimated January 2024**


Duties and Responsibilities

  • Manage, review, and update the Program Management Plan.
  • Oversee the daily operations of all base support areas of responsibilities and the timely submission of all contract data requirement deliverables and corporate reporting deliverables.
  • Plan, prioritize, assign, supervise, and review the work of staff responsible for base operations support.
  • Establish schedules for efficient facility maintenance while maintaining effective cost control.
  • Identify resource needs, coordinate with appropriate management staff and allocate resources accordingly.
  • Develop, implement and monitor operational goals and objectives as well as policies and procedures.
  • Monitor expenditures and prepare cost estimates and justifications.
  • Monitoring, controlling and ordering supplies and equipment including FFP Materials, Equipment, Tools and ODC’s
  • Manage all contract actions to include:
    • Modifications and execution of contracts
    • Subcontracts with vendors/suppliers
    • IDIQ development, submission, pricing, and negotiations.
  • Work with the Quality Control Manager and Safety/Environmental Manager to establish quality control and safety inspection programs for all operations, facilities, and equipment. Integrate Quality Control and Safety/Environmental inspections and corrective actions into day-to-day operating procedures.
  • Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of facility maintenance; incorporate findings and new developments as appropriate into programs.
  • Function as the Contractor Energy Manager to ensure that work accomplished under the contract is performed with a minimal impact on energy use and conforms to base and command guidelines.
  • Manage contract profit, loss, cash flow, and capital investments; timely and accurate payment of wages to employees; payments to vendors/subcontractors; and accurate invoicing and tracking of monetary transactions.
  • Manpower reporting and payroll to include budget development and submission, including subcontractors.
  • Ensure compliance with Base, Local, State, and Federal (including OSHA) safety regulations, including work done (actions taken) by our own company employees, and work done by vendors or subcontractors.
  • Policy development and enforcement.
  • Conducting CBA negotiations, management and associated reporting.
  • Overseeing Human Relations and security operation function ensuring balance between best interest of company and employee needs, including recruiting, hiring, terminations, disciplinary, benefits oversight and security actions, and compliance with legislation and government policies such as the Affordable Care Act, State and Federal Unemployment Regulations, USERA, etc.
  • Establish and manage work control processes.
  • Manage, provide oversight, and be responsible for all assigned government property.
  • Manage vehicle registration/repairs/fuel usage/insurance and mileage tracking for both government and company vehicles.
  • Coordinate and supervise the training of employees in both routine tasks and highly skilled technical tasks that are required to execute the work assigned. Establish and enforce procedures and techniques that ensure tasks are accomplished to a high standard and safely. Manage licensing and certification of employees on all equipment and vehicles. Ensure employees gain and maintain technical certifications as required by the base, local, state, and federal policies and regulations.
  • Performs other related duties, as assigned, for the purpose of ensuring the efficient and effective functioning of the work

Requirements

  • 5 years of experience in managing a multi-trade workforce providing services on contracts of similar size, scope, and complexity
  • Bachelor’s Degree or equivalent experience
  • Valid Driver’s License
  • Pass pre-employment drug screening and background check
  • Must obtain and maintain access to military installations
