Barbaricum seeks a Counterproliferation Program Analyst for an Advisory and Assistance Services (Aamp;AS) contract to support the Office of the Deputy Assistant Secretary of Defense for Threat Reduction and Arms Control (DASD(TRAC), within the Office of the Assistant Secretary of Defense for Nuclear, Chemical, and Biological Defense Programs (ASD(NCB)), Office of the Secretary of Defense (OSD). The Program Analyst will provide portfolio management support to the Director, Counterproliferation Special Projects (CPSP) (formerly, CWMD Systems).This individual will integrate all functions and activities necessary to manage an annual $30 million - $55 million appropriations of Research, Development, Test, and Evaluation (RDTamp;E) investments, including resource management and acquisition oversight. The CPSP Office is the Department’s primary resource sponsor for advanced technology development, fielding, and modernization of CWMD capabilities to operational units.Responsibilities
  • Support the CPSP Director with the entire development process: resource allocation, acquisition, implementation, technical oversight, and advocacy.
  • Advise DASD(TRAC) on CPSP strategy, mission and vision, investment priorities, and investment analysis and selection criteria.
  • Facilitate, articulate, and communicate strategic guidance across the DoD and USG.
  • Advise DASD(TRAC) and ASD(NCB) on counterproliferation strategies and guidance, specifically concerning capability OAIs nested under the National Defense Strategy, the DoD CWMD Strategy, the CWMD Functional Campaign Plan, and other national strategies.
  • Design investment strategies to develop and deliver offensively oriented capabilities to disrupt WMD proliferation networks to detect, disable, or defeat WMD and delivery systems.
  • Forecast long-term funding requirements. Draft, coordinate, and present long-range plans and Budget documents, including Program Objective Memorandum (POM), President’s Budget Request, Budget Estimate Submission (BES), and R-Doc Exhibits.
  • Track and maintain cognizance of the congressional appropriations process.
  • Develop ASD(NCB)-approved and DASD(TRAC)-directed campaign to build a requirements-based CPSP outyear budget that aligns with strategy and ensures the operational end users gaps are addressed at the speed of relevancy.
  • Design and implement innovative measures of effectiveness (metrics) to ensure CPSP is efficiently and effectively achieving RDTamp;E goals, meeting OSD financial performance benchmarks (obligations / expenditures), and delivering capabilities that advance the CWMD mission.
  • Solicit project proposals from throughout the DoD and USG CWMD enterprise, review submissions against strategic goals, validate requirements, and verify cost estimates.
  • Engage closely with program management offices to develop formal project plans, which form the basis of the CPSP annual Spend Plan and recommend resourcing commitments.
  • Manage and oversee the CPSP acquisition and resourcing process: Military Interdepartmental Purchase Requests (MIPRs); intergovernmental support agreements (7600s); the Defense Agencies Initiative (DAI); the Defense Finance Accounting Service (DFAS).
  • Develop Requests for Proposals (RFPs); and facilitating Contracting Officer's Representative (COR) functions.
  • Engage with project managers and technical subject matter experts from DoD and U.S. Government organizations funded by the CPSP program, including the Defense Threat Reduction Agency, Defense Intelligence Ag
