Barbaricum is seeking aCooperative Threat Reduction Agreements Analystto work on-site at the Pentagon providing support to the Director for Cooperative Threat Reduction Policy (CTR) within the Office of the Deputy Assistant Secretary of Defense for Nuclear amp; Countering Weapons of Mass Destruction ODASD(NCWMD Policy). The person in this role will develop and maintain legal framework agreements that impact, facilitate, or support CTR efforts, including agreements between U.S. government organizations and with international partners. The person in this role will also support ODASD(NCWMD Policy) in advocating for the CTR program across the U.S. government.Responsibilities
  • Assist in the development, coordination, and management of international agreements that support CTR engagements, including bilateral agreements and other such agreements which impact and support CTR activities.
  • Draft read-aheads, briefings, and remarks for use by DoD leadership in meetings with foreign delegations, the interagency community, and other threat reduction stakeholders.
  • Support negotiating teams to complete political, legal, and project-level implementing agreements between the DoD and CTR partner countries, including through supporting analysis when necessary.
  • Support the development and coordination of CTR Determinations to provide DoD and State Department concurrence on new authorities for CTR engagements.
  • Draft technical review documents, Risk and Impact Assessments, reports, memoranda, correspondence, meeting minutes, trip reports, draft treaties and agreements, diplomatic notes/cables, and similar documents.
  • Analyze partner country regulations, laws, codes, and related legal documents and procedures that impact the requirements and execution of the CTR Program.
  • Advocate for the CTR Program within the U.S. government and Congress, including by offering input to and coordinating Annual Reports to Congress, responses to requests for information, and congressional testimony.
  • Liaise routinely with key DoD and other U.S. interagency partners, to include but not be limited to Office of General Counsel, National Security Council staff, U.S. Department of State, U.S. Department of Health and Human Services, U.S. Department of Agriculture, U.S. Agency for International Development, U.S. Department of Justice, U.S. Department of Homeland Security, and the U.S. Department of Energy.
  • Support other NCWMD Policy directorates as appropriate/assigned.
Qualifications
  • Active DoD Top Secret clearance
  • Master’s degree in a relevant field of study (recognized social science, scientific, technical, management or related discipline)
  • 3+ years of experience overseeing portfolio, program, or project management
  • Experience facilitating interagency and international cooperation
  • Strong analytic, interpersonal, oral, written, and organizational skills
  • Ability to build and leverage bureaucratic relationships
Desired Qualifications
  • Active TS/SCI security clearance
  • Familiarity with the Cooperative Threat Reduction Program
  • Working familiarity and experience with the interagency organizations involved in countering WMD; especially the Office of the Secretary of Defense and the Joint Staff
  • Working knowledge and understanding of national and international security issues that may impact global threat reduction, WMD proliferation, and international dynamics pertinent to regional and border security
  • Exceptional oral and interpersonal communication sk
