Job Description

TechOp Solutions is seeking an energetic, results-oriented Business Development Recruitment Lead to support new business development and proposal recruiting efforts for ongoing projects, and new business/proposal development. The Business Development Recruitment Lead will assist with coordinating new business proposals across all practice areas.


As a Business Development Recruitment Lead, responsibilities will encompass a wide range of activities, including but not limited to:

  • Assist with the implementation of effective proposal development procedures, tools, and templates, and with basic interpretation of solicitation requirements for document organization and production.
  • Assist with the development and maintenance of proposal libraries, in addition to updating business development trackers and monitoring and tracking of upcoming solicitations through various procurement portals.
  • Help maintain Business Development and proposal trackers.
  • Monitor deal opportunity tools (e.g. Govwin, Ebuy), identify and summarize opportunities for consideration.
  • Conduct research on early-stage opportunities to understand competitive landscape, funding environment, and client priorities.
  • Establish electronic proposal file access and tracking protocols for documentation.
  • Assemble color review drafts providing formatting and basic editing support.
  • Provide final formatting and layout of proposals in preparation for production and ensure resumes included in bids are presented in the correct format and tailored to the role required.
  • Research incumbent companies, and other key business intelligence for competitive proposals and maintain a central record of company contact information and key findings from research.
  • Drive the maintenance and population of reuse libraries, ensuring the libraries and the proposal sites are current, comprehensive, and accurate.
  • Assist in reviewing and tracking Teaming Agreements and Subcontracts for inclusion of deal pertinent information such as workshare, reporting requirements, etc.
  • Full-cycle recruiting, including finding/sourcing, evaluating resumes, interviewing candidates, doing assessments, vetting, and making staffing recommendations.
  • Support the Business Development team in all aspects of strategic recruitment planning to ensure timeliness and compliance of proposal submissions, including developing interview templates and response tracking tools (i.e., MS Forms.)
  • Draft, edit, and proofread proposal sections and supporting annexes related to staffing.
  • Proactively build and maintain talent pipelines and networks of potential candidates in to facilitate effective passive recruitment and assess candidates for future business development goals.

Requirements

  • M.S. degree in Industrial and Organizational Psychology
  • 5-7 years of full cycle recruiting and/or Business Development experience.
  • Ability to work in a fast-paced environment and to meet urgent deadlines.
  • Experience with online networking tools, such as LinkedIn and experience conducting searches on recruitment databases.
  • Superior communications skills, verbal and written.
  • Strong interpersonal skills, and assertive and professional demeanor.
  • Knowledge of federal and state laws regarding employment; experience considering and applying diversity, equity, and inclusion principles.
  • Demonstrated ability to perform and prioritize multiple tasks in a fast paced, high-volume environment.
  • Experience recruiting for jobs requiring security clearances.
