Job Description

FEFA LLC is seeking a skilled and experienced Part-Time Employee and Labor Relations Specialist to join our team. The ideal candidate should have a strong background in providing Employee Relations and Labor Relations services within a government environment. This individual will play a crucial role in interpreting, analyzing, and developing processes to facilitate the implementation of procedures initiated by the department. This position requires an individual with expertise in a wide variety of highly complex and potentially sensitive employee and labor relations matters, working under the guidance of the Human Resources Officer.

This position requires working on-site two days per week in the Washington D.C. area.

Responsibilities:

· Revising and maintaining policy documents to ensure accuracy and relevance.

· Supporting the implementation of the career service awards program.

· Provide expert guidance and support on a range of employee and labor relations matters.

· Interpret and analyze policies, procedures, and regulations related to HR, Equal Employment Opportunity (EEO), and labor relations.

· Collaborate with the Human Resources Officer to address and resolve employee-related issues.

· Offer comprehensive administrative support services across the full spectrum of federal HR and EEO activities.

· Contribute to staffing and classification processes, ensuring compliance with relevant regulations and guidelines.

· Assist in the development and implementation of training and development programs.

· Provide support in the formulation and execution of HR policies and programs.

· Deliver on-site support, demonstrating expertise in general or specific areas of federal HR or EEO technical fields.

· Collaborate with various departments to address HR and EEO challenges and ensure compliance.

· Act as a valuable resource for employees seeking information and guidance on HR-related matters.

· Guide supervisors on the proper course of action for issuing corrective action notices, encompassing preparation, development, delivery, and subsequent follow-up activities.

· Offer an employee relations perspective in the development of directives such as anti-harassment programs, performance management programs, and leave administration.

· Design and conduct performance management training sessions for both supervisory and non-supervisory staff.

· Create a comprehensive leave administration handbook.

· Address information requests and formulate responses.

· Compose responses to inquiries related to employee relations that are submitted through the electronic dropbox.

Requirements

· Bachelor's degree in Human Resources, Business Administration, or a related field.

· 10 + years of proven experience in providing Employee Relations and Labor Relations services in a government environment.

· Demonstrated expertise in federal HR and EEO activities, including staffing and classification, training and development, policy and programs, and employee and labor relations.

· Strong analytical and problem-solving skills.

· Excellent interpersonal and communication skills.

· Ability to handle highly sensitive and confidential information.

· Familiarity with federal HR regulations and compliance requirements.

· HR certification (e.g., PHR, SPHR) is preferred.

· Must be a U.S. citizen and possess the capability to undergo a favorable background check and fingerprint verification.
