Job Description

Sigma Defense is seeking a Program Manager (PM) to act as the overall Lead, Manager, and Administrator for our contracted effort in the DC Metro area. This effort will employ software development, DevSecOps, and Agile methodologies that allow for Continuous Integration and Continuous Delivery (CI/CD) of software to UxVs within DevSecOps pipelines.

The successful candidate will serve as the primary interface and point of contact with Government program authorities on program/project issues, oversee prime and sub-contractor execution of the contract requirements, and manage the acquisition and employment of program/project resources. In addition, the successful Program Manager will be expected to shape and manage customer expectations for all areas of performance, to routinely interact with our Government lead on-site, and to develop strong, strategic relationships with program stakeholders.

This is a contingent position that is pending award of contract. This means that the position is subject to the successful awarding of a contract and will be confirmed once the contract is finalized.

Requirements

  • At minimum 10+ years of experience leading the performance of tasks on schedule, at cost, and achieving all the requirements as either a local project lead, integrated program team, or cost account manager.
  • Must have significant experience supporting U.S. Navy surface/subsurface community in a supervisory role developing software solutions, integrating systems, and managing teams.
  • Must have leadership experience in US Service-related military operations or defense acquisition program management related to weapons systems acquisition, employment, and life cycle management.
  • Knowledge in DoD Instruction (DoDI) 5000.2 (Operation of the Defense Acquisition System).
  • Demonstrated knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, and deployment of systems, subsystems, and equipment.

Education Requirements:

  • Bachelor's Degree + 10 years of management experience. A Master's degree is preferred.

Certifications:

  • Project Management Institute (PMI), Project Management Professional (PMP), or Defense Acquisition Workforce Improvement Act (DAWIA) Level III Program Management certification.

Personnel Clearance Level:

  • Candidate must possess or have the ability to obtain an active, DoD-issued Secret security clearance.
  • A clearance will be sponsored for the right candidate.

Preferred Qualifications:

  • Master's degree in Business Management or a technical field.
  • Agile software development experience; SAFe and/or SCRUM certifications.
  • DevSecOps experience.
  • Experience with Management in Navy Acquisition, NAVSEA, or a PMW.

Essential Job Duties (not all-inclusive):

  • Ensure labor categories are fully staffed and appropriately balanced IAW SOW and customer day-to-day needs.
  • Respond to Request for Quote (RFQ) to include Labor Category assignments, development of cost estimate, and negotiations with the sub-contractor.
  • Develop and manage program burn plans.
  • Present program status at company formal and informal Program Management Reviews.
  • Participate in all phases of company contract recompete activities and participate in corporate proposal efforts as required.
  • Build budget and spending execution plans.
  • Track contractual obligation and expenditure data.
  • Review and propose budget artifact language, Including justification books/sheets.
  • Draft funding documents, such as MIPRs.
  • Draft contractual requirements, Including SOW, proposal Instructions, evaluation factors, and cost estimates.
  • Review contractual proposals, Including technical proposals, bill of materials, and labor categories and hour allocations.
  • Host program meetings, such as monthly review and technical Interchanges.
  • Update program status databases, such as weekly activity reports, document libraries, financial trackers, and program cost, schedule, performance, and risk "dashboards".
  • Build and maintain program schedules with event dependencies.
  • Review contractual deliverables, confer with Interdisciplinary team, and provide response recommendations.
