Ripple Effect is looking for a Senior Program Manager (Medical RDTE) with 15 years of experience to lead our team and support our client’s mission within the DoD’s medical research and development command. Duties may include interacting with senior organizational leaders regarding program deliverables, ensuring adherence and compliance with DoD policies and regulations, providing oversight and supervision of staff, and leveraging extensive experience in program management to support complex research programs.

Responsibilities

  • Advise on the current state of the science to guide programmatic decisions.
  • Plan and conduct portfolio analyses to identify knowledge gaps and establish research priorities.
  • Attend meetings and coordinate activities with DoD, other Federal agencies, academic, and industry labs.
  • Prepare information papers, special studies, reviews, and analyses in response to external taskings.
  • Review and analyze biomedical trauma-related proposals and recommend programmatic decisions based on sound scientific and programmatic rationale.
  • Assist in development, review, and revision of strategic plans for trauma-related research for future planning, programming, budgeting, and execution (PPBE) business processes.
  • Identifies and locates resources through hiring, recruiting, consultants and internal resources to execute programs and projects.
  • Manages large and complex projects and teams, multiple concurrent projects or interdisciplinary projects spanning multiple business units.
  • Ensures projects are delivered on-time, within scope, and within budget and are technically sound and accurate, and meet stakeholder expectations.
  • Develops a detailed project plan to track progress and manage changes in project scope, schedule and costs.
  • Manages the relationship with client and all stakeholders and provides briefings to executive level leadership and resolves challenging problems with stakeholders.
  • Leads the development of processes and procedures that enhance effectiveness and efficiency of team's operations.
  • Performs other job-related duties as assigned.

Requirements

Minimum Education and Experience

  • Master's degree in biomedical science, health, technology, healthcare or related area.
  • 15 years' experience, with at least 10 of those being in RDTE analysis
  • 6 years project management experience
  • 2 years of supervisory experience

Basic Requirements

  • Active Secret clearance.
  • Experience with relevant research or programmatic software packages to accomplish project objectives.
  • Advanced ability to navigate program’s web-based system such as SharePoint, Teams and other electronic business systems and train others on its use.
  • Advanced skills with Microsoft Excel, PowerPoint, Word and Outlook
  • Excellent organizational skills and attention to detail
  • Project and people management skills in budgeting, resourcing, planning, tasking and risk management
  • Ability to communicate results simply and effectively
  • Ability to develop strong relationships with clients, stakeholders, and external vendors
  • May have advanced knowledge in area of technical expertise.
