Job Description

ARServices is seeking a Task Lead/Project Manager for performing Foreign Military Sales on a Navy Financial Management program. You will:

  • Lead a team supporting Foreign Military Sales for a Navy Program Executive Office
  • Act as a Subject Matter Expert for Foreign Military Sales
  • Present findings, reports, and presentations to executive-level staff
  • Gather information and performance data for monthly deliverables
  • Assist in knowledge management capture and transfer
  • Manage a team’s workload to meet deadlines and deliverables
  • Prioritize and complete tasks as needed while also balancing long-term projects and initiatives
  • Assist in developing position descriptions and recruiting for open positions on their task team
  • Review and prepare major deliverables for contract staff
  • Stay abreast of industry best practices for improving team processes and methodologies

Requirements

  • Bachelor’s degree in Business, Finance, or Accounting
  • 15+ years relevant experience in Navy Financial Management (FM)
  • SME-level experience in Budgeting, Briefing, and Defense at the Chief of Naval Operations and Congressional levels
  • Communication and Briefing Skills at the SES/Flag Level
  • Expertise with the DoD’s Foreign Military Sales requirements and process
  • Minimum Secret Clearance Required

Desired Qualifications:

  • 20+ years relevant experience in Navy Financial Management
  • Conceptual Knowledge of U.S. Navy Undersea Warfare systems
  • Demonstrated Knowledge of:
    • SHAPM/PARM working relationship
    • DoD/DoN procedures and Policies (DoD 5000 process) including Acquisition Plans (APs) and Acquisition Program Baselines (APBs)
  • Demonstrated Experience with:
    • balancing a complex multi-appropriation portfolio
    • cost/schedule performance as it relates to program execution
    • task planning and its translation to program execution
    • working in a program office at Naval Sea Systems Command
    • Program Management and running a mixed team of subcontractors
