Job Description

ARServices is seeking a Technical Program Manager to join our team supporting the Defense Threat Reduction Agency (DTRA) Research amp; Development Directorate (DTRA RD). In this position, you will provide Advisory and Assistance Services (Aamp;AS) to the Advanced Research Division (CXR) in the Counter-WMD Technologies Department, delivering acquisition program advice and assistance support.

The successful candidate will assist in managing and communicating classified programs often independently supporting government interests and coordinating with government financial and contracting officers as well as refining requirements with combattant command end users.

Principal Duites

Task Description / Support Responsibilities

Organization Supporting: DTRA RD-CXR

Mission: Provide Aamp;AS support to the PM for the Congressional Budget Adds (CBA) Project: Detect and Track Technology (DTT). The Aamp;AS PMO team member supporting this effort would be devoted exclusively to the project.


Duties and Responsibilities

Brief Description: Provide acquisition and program management support to the DTT PM Team and contribute to the technical evaluation of program success metrics, progress and potential subsequent efforts.

Essential Job Functions (along with percentage of time spent on these tasks over a month):

  • Creates/updates/submits key program acquisition documents amp; packages
  • Creates/reviews/provides input to project briefings
  • Management and tracking of program documentation
  • Downloads and stores contractor payment invoices from WAWF
  • Other duties as assigned such as RFI and tasking support

The successful candidate must possess the following requirements:

  • Experience: minimum 5 years professional experience in assignments of successive responsibility, culminating in a minimum of 1 year as a project manager or acquisition specialist. Candidate will have a minimum of 3 years’ experience working within the DoD.
  • Skills/Competencies: ability to work independently and demonstrated successful project management reporting and execution; excellent communication skills and experience briefing senior level executives; demonstrated success at multi-year fiscal planning and execution; and fully versed in MS Office software suite; other required skills include:
  • Behaviors: team player, initiative, anticipate requirements, implement self-developed plans for on-time, under budget success with minimal supervision; organized and methodical, able to manage and work multiple tasks simultaneously and successfully de-conflict multiple demands from equal stakeholders;
  • Knowledge: DOD Directive-5000.01 program management, work experience with DTRA and/or the SOCOM community, minimum of three years’ experience in DoD acquisition, program management or contracting is required;
  • Education: BA/BS degree preferably in STEM, management, business, or policy. Additional qualifications are preferred (e.g., Defense Acquisition Workforce Improvement Act (DAWIA) Project Management, or PMP).
  • Clearance requirement: SECRET

Desired Qualifications

  • Skills: demonstrated successful project management to include communications at the General Officer / SES level, and fiscal planning and execution management of annual budgets in excess of $10M; Systems Engineering / Analysis; AI/ML familiarity
  • Behaviors: leader willing and able to do all duties and functions of the program management team. Attention to detail and follow-through.
  • Knowledge: Special Operations, Counter-Proliferation (CP) and counter-terrorism (CT) technology market, offensive CP/CT plans; detection and defeat of chemical, biological, radiological or nuclear weapons of mass destruction;
  • Education: Master’s degree in management, business, or other related training (e.g., previous certification as DAWIA acquisition professional, membership in DOD acquisition corps, or Certified Project Management Professional).
  • Clearance desired: TS eligible for SCI, DOE Q, CNWDI, RD
  • Experience with DTRA is preferred
  • Preferably experience with DoD Research, Development, Testing and Evaluation
