Job Description

Lincoln Avenue Communities (LAC) is seeking aPre-Construction Project Manager to join our experienced team of real estate construction professionals who manage a diverse portfolio of affordable multi-family housing properties across the United States. LAC has a robust pipeline of new construction as well as continued growth via property acquisitions which both require extensive input regarding design and construction. Our Pre-Construction Project Coordinator will lead and assist in a variety of pre-construction management activities and provide expertise in connecting stakeholder requirements to individual project teams and documents. This role is focused on a transmission of knowledge from project inception to completion while managing risk associate with design.

This position reports to the Director of Construction.While our headquarters are in Santa Monica, CA, candidates located anywhere in the country are equally considered, and we welcome their application. This role requires limited travel.

Requirements

What You'll Contribute

  • Lead LAC’s build out and implement the regular use of a live database across multiple programmatic requirements.
    • Individual state Qualified Allocation Plans (QAP)
    • Green program compliance options
    • Credit and Rebate program options
    • Section 3 requirements and triggers
    • Davis-Bacon requirements
    • Key state specific statutes
    • Lender specific Plan and Cost Review (PCR) requirements
    • Lender specific insurance requirements
  • Lead LAC’s build out of a formalized project initiation process to better transition from inception to multiple team layers.
  • Assist the LAC Program Manager by connecting program requirements with specific projects at two key checkpoints. Reviewing the Initial Design Program, and the Design Development page flip notes.
  • Lead the review, coordination, and confirmation of required QAP inclusions with LAC Consultants. This includes the project Architect, Civil Engineer, and others.
  • Assist with creating initial pricing concepts with our internal LAC resources and external General Contracting partners to include high value program requirements from the beginning.
  • Assist in reviewing subsequent interim and final pricing from General Contractors for compliance with appliable program requirements.
  • Assist with General Contractors pre-contract compliance by proactively coordinating PCR responses.
  • Assist LAC project team and risk management team with early coordination of lender insurance requirements.
  • Assist Director of Construction and Senior Project Manager with creation and organization of preconstruction processes pertaining to LAC Rehab and Renovation projects
  • Challenges internal and external project teams to identify and address areas of concern early in development.
  • Designs and implements corporate procedures and systems with a focus on the primary management tool used by LAC, Dealpath.
  • Establish and maintain positive and effective relationships and communication with LAC leadership, construction team, individual project teams, consultants/architect/engineers, contractors, finance partners, and governmental agencies.
  • Participate in and lead education efforts across the firm, including hosting Qamp;As, teaching, and training programs.
