The Deputy Director for Recovery (Federal) plays a crucial role in leading AC Disaster Consulting's federal recovery efforts. This position focuses on federal contracting, grants, compliance services, and technical services related to disaster recovery. The role demands expertise in federal programs and regulations, project management, and business development within the emergency management sector.The Deputy Director for Recovery will be responsible for leading and developing employees as well as providing critical support for Recovery Division growth. The position will be guided in all activities by ACDC’s Corporate Values Platform.

Requirements

Tasks, Duties and Responsibilities:

  • Co-lead the Recovery-Federal Division, focusing on strategic initiatives in federal contracting, technical services, and compliance with federal disaster recovery programs.
  • Maintain a clear understanding of policy developments relevant to the division to ensure all project goals are met.
  • With the Director of Recovery, participate in the development, review, and management of the strategy, budget, and business development for the Recovery Division.
  • Oversee federal contracts and grants, ensuring alignment with FEMA, HUD, USACE, and other federal regulatory agencies.
  • Drive federal capture and business development efforts, identifying opportunities in disaster recovery and emergency management.
  • Direct and support the division's staff, promoting professional development and operational excellence.
  • Foster strategic federal partnerships, enhancing the division's capabilities in grant management and technical services.
  • Develop strategic direction for Recovery Division staff, programs, and project management.
  • Oversee the supervision of staff and provides direct supervision including conducting performance evaluations, training, hiring, and discipline and termination procedures.
  • Lead complex disaster recovery projects, ensuring successful execution and compliance with federal guidelines.
  • Serve as a liaison and representative with internal and external stakeholders.
  • Assist all divisions with direct client deliverables as needed.
  • Provide specialized and technical guidance regarding processes, programs, functions, and initiatives.
  • Deliver presentations to clients and participates in client meetings, as needed.
  • Participate in deployment teams to assist clients in emergency situations and/or activations.
  • Pursue education and certification opportunities to maintain and develop knowledge throughout the team.
  • Provide oversight and/or management to ensure smooth operation from planning to implementation under tight deadlines in a fast-moving environment.
  • Provide project status updates and situational awareness, internally and externally, as appropriate.
  • Perform other duties as assigned.

Knowledge Skills and Abilities:

  • Strong supervisory and negotiation skills.
  • Advanced knowledge of the principles, practices, problems, and techniques of organizing, planning, and coordinating municipal emergency management programs.
  • Advanced Knowledge of significant developments, policies and trends in disaster recovery.
  • Advanced Knowledge of project management principles and practices.
  • Skill in managing grant programs, including application development and financial activities.
  • Ability to maintain a high level of confidentiality with discretionary knowledge.
