Background

The Department of Veterans Affairs (VA) Veterans Benefits Administration (VBA), Compensation Service (CS) supports the high-quality work of VBA’s 56 claims processing offices in delivering monthly payments to Veterans in recognition of the effects of disabilities incurred or aggravated from diseases, injuries, or events during active military service. CS requires program management and business analysis services that shall be performed in a manner that ensures optimizing the delivery of Veterans’ benefits through continued modernization and harnessing of efficiencies through evolving technologies, analysis, and data driven courses of actions.

640 Acres requires a Program Manager to serve as focal point for the VBA PSS IDIQ to accomplish the administrative, managerial and financial aspects of the contract and all subsequent Task Orders. This Program Manager shall be identified to the Government as the focal point for all programmatic issues. The individual must possess experience relevant to successfully managing large-scale organizations involving multiple programs in support of an agency’s mission with a total lifecycle budget and complexity comparable to the contract at hand. Tasks may include planning, initiating, managing, executing, and closing out small and large scale programs in support of an agency’s mission. The Program Manager must have a proven track record of engaging with related agencies at a senior level.

Responsibilities

• Maintaining and managing relationships with senior level management within the client organization
• Fostering executive relationships as trusted partner
• Providing visual and detailed progression of notional to fully developed strategies culminating in executable operational execution
• Ensuring senior level management within the client organization is kept informed, including ability to maintain awareness of overall program status, including all relevant projects and their potential impact on higher level organizational strategic vision
  
• Managing multiple operations, ensuring quality standards and work performance with direct connection to executive level decisions
• Developing and maintaining plans to organize and oversee work effort and assigning resources; providing risk management and ensuring quality management
  

Requirements

Skills/ Qualifications (Required)

• Bachelor's degree in related field
• 15+ years of relevant experience performing the duties and responsibilities described above
• Experience supporting VBA government customers
• Knowledge of program management concepts, acquisition lifecycle equities, business operations, business processes, and/or technology environments

Skills/ Qualifications (Desired)

• Project Management Institute (PMI) Project Management Professional (PMP) certification or the International Institute of Business Analysis (IIBA) Certified Business Analysis Professional (CBAP).
