Barbaricum seeks a Portfolio Program Analyst to provide support to a Department of Homeland Security (DHS) customer.The Program analyst supports daily operations around DHS Science and Technology portfolio management interacting with both Samp;T technical experts and DHS component customers.
Daily tasks include: maintaining relationships with internal Ramp;D project teams and contracting staff, assisting with ongoing engagement with various stakeholders interested in Samp;T’s Ramp;D capabilities, supporting portfolio managers in following the business process flow steps to identify gaps/needs of DHS internal/external clients, aiding with communications outreach to showcase portfolio initiatives, and helping draft/approve budget proposals. To perform these tasks, the analyst will become familiar with DHS budgeting processes, program/project management techniques, and required data-call responds methods. Support role encompasses the role of a technical assistant, scheduler, and subject matter expert in DHS, Samp;T research, development and innovation process.Responsibilities
  • Assist in drafting various documents supporting a procurement. Will be required to develop contract related documentation such as Statement of Work (SOW), Request for Proposal (RFP) and understand contract management and tracking contractor performance.
  • Will be required to support the development of procurement requests to include having and applying practical knowledge of the acquisition process as outlined in the Federal Acquisition Regulation in order to formulate various acquisition approaches.
  • Provides input to project scope, schedule and budget based on an understanding of the program life-cycle.
  • Assist in maintaining changes to project baselines; monitors deliverables; assess documents, plans and applications; conducts quality reviews of projects and tasks.
  • Prepares presentations and other materials to support project functions.
  • Leads activities to identify project risks and assist in the development of mitigation plans and preparing risk analysis.
  • Drafts correspondence, reports, white papers, minutes, spreadsheets, communications products, briefs, and other documentation.
  • Participates in meetings and understands Government and Contractor roles and has experience directly supporting a Government client.
  • Will be required to assist with defining requirements; provides input to project scope, schedule and budget based on an understanding of the program life-cycle.
Qualifications
  • Active DoD Secret Clearance required
  • BA/BS + 10 Years of relevant experience or Master’s + 5 years of relevant experience
Desired Qualifications
  • Familiarity with DHS program management and program/project life-cycle
  • Experience with DHS or DoD RDamp;I processes and decision making
  • Experience using/navigating/building-out software capabilities to include MS Suite, ServiceNow, SharePoint
  • Prior experience supporting high-level federal managers in program/project management
