Job Description

The Manager of Public Policy for Samsung Electronics America will be responsible for crafting and guiding Samsung’s strategy and engagement on U.S. policy issues directly affecting Samsung’s businesses, with a focus on consumer protection and corporate affairs issues, particularly product safety and privacy policy, laws, regulations, and industry guidelines. This position is within Samsung’s Public Policy group in the Office of U.S. Public Affairs located in Washington, D.C.

Role and Responsibilities

Purpose and Scope

Supporting Samsung’s businesses to monitor, engage with, and build and maintain strong relationships with the Consumer Product Safety Commission (“CPSC”), Federal Trade Commission (“FTC”), Federal Communications Commission (“FCC”), Food and Drug Administration (“FDA”), National Highway and Traffic Safety Administration (“NHTSA”), Federal Aviation Administration (“FAA”), and other agencies that regulate privacy, safety, and other aspects of consumer protection policy, as well as relevant Congressional oversight committees.

Supporting the Samsung Legal department, Customer Satisfaction department, and internal business units with strategic policy advice about how privacy, safety, and other consumer protection regulatory risks are evolving; identifying opportunities and approaches to mitigate those risks through external advocacy and engagement; and executing such external advocacy and engagement on behalf of the company. (Note: the Manager will not be responsible for executing legal/regulatory compliance for consumer protection, which is a Legal/Compliance function.)

Supporting Samsung businesses in monitoring and engaging on regulations, laws, guidelines, and other policies that affect design, approval, market entry, transportation, and post-market enforcement of Samsung products with respect to safety, privacy, and other parts of consumer protection policy.

Engaging with industry associations and coalitions, public/private multi-stakeholder collaborative initiatives, NGOs, think tanks, and standards-related organizations on issues related to safety, privacy, and other aspects of consumer protection.

Helping to develop external communications about Samsung’s consumer protection policy principles and participating in thought leadership activities including symposia, conferences, panel discussions, etc.

Assisting with advocacy preparations and execution on other key corporate affairs priorities, particularly immigration and tax policy.

Duties and Responsibilities

Monitor, analyze, and report on legislative and regulatory policy developments, particularly in privacy, data breach, consumer product safety, health and medical device safety, transportation safety, connected (e.g., semi-autonomous) vehicle safety, product accessibility for people with disabilities, immigration, and tax policy.

Advocate toward and build strong relationships with regulatory agencies and Congressional oversight committees, industry associations, NGOs, and standards-related organizations (however, not as a direct participant in the writing of standards).

Give strategic policy advice to senior Samsung leadership in U.S. Public Affairs and internal business units.

Participate in Samsung’s collaborative efforts with business partners (e.g., B2B partners and customers) on regulations, laws, and related policy issues.

Engage in public speaking; draft white papers, articles, and other communication materials; and arrange speaking opportunities for Samsung executives in forums that will promote Samsung’s policy leadership and enhance the Samsung brand.

Job Specification

Skills and Qualifications

6 years of more of relevant experience

Background and experience in engaging with at least one, and preferably more, of the following government actors: FTC, FCC, CPSC, FDA, NHTSA, FAA, Treasury, or their Congressional oversight committees.

Excellent writing and communication skills (writing sample will be evaluated).

Excellent oral communication skills; experience in public speaking (e.g., presentations or vocal participation in conferences and industry meetings).

Detailed knowledge of areas of regulatory policy, law, and relevant political considerations within the position’s scope.

Technical literacy and capability to understand technical issues affecting Samsung device plans and businesses (engineering ability is not required, but skill in communicating with both lawyers and engineers is a must).

Education and experience: advanced degree (J.D. or Master’s) in law, technology, or policy is preferred
