Armand Corporation is currently looking for a full-time Construction Quality Assurance Engineer to join our construction management team to support a NYC client's Capital Programs Department, which is comprised of the following areas: Line Structures, Buildings, Shops and Yards, Passenger Stations, Electrical/Power, Security Enhancements, Parking Lots, Site Work, plumbing, Mechanical, and Environmental. The work is predominantly field work.
Roles and Responsibilities
- Review, comment, and monitor status of Consultant or Contractor’s Quality Manual and Contract Quality Plan (CQP) and, where applicable Software QA Plan, to ISO 9001 standards
- Review, comment, and monitor the status of Inspection amp; Test Plan, and where applicable, Software Verification and Validation Plan
- Review and comment on Commissioning and Systems Integration Plan and testing procedures
- Review and comment on Contractor QC procedures, forms, matrixes
- Review, comment, and monitor the status of Inspection, Test, and Nonconformance Reports
- Review, comment, and monitor the status of Software Configuration Management Plan, where applicable
- Track, Monitor, and analyze project nonconformance's
- Monitoring of compliance to the Consultant or Contractor’s QM/ CQP, such as documentation of inspections, handling and resolution of non-conforming conditions, handling of NCR dispositions, calibration practices, etc.
- Monitoring the status and retention of key project quality records
- QA audits of jobsite activities
- System level oversight of personnel performing special processes (for special processes where applicable Code requires certified skills)
- Management of existing and development of new Policies and Guidelines
- Tailor master Consultant and/or Contractor Quality Management System Specifications to project needs, as well as make updates when necessary
- Development of quality tools such as forms and templates to optimize operational efficiency
- Aid in the design and development of a training program, including the development of training materia
Requirements
- Active NYS Professional Engineering License
- Minimum of ten (10) years prior work experience, with at least seven (7) of those years working in Quality Assurance, Project Management or Construction Management.
- Hold at least a Bachelor’s degree in a relevant field of Science, or Applied Science (e.g. Engineering, Engineering Technology)
- Working knowledge of Microsoft Office Suite and Office 365
- Experience with the design and construction of transportation projects is highly desirable
- Experience with training, systems development, construction or construction management, and quality management practices
- Completed training in the principles and practices of Quality Management Systems or Quality Management System audits under a program sanctioned by a National or International Standards organization (ISO 9001, etc.)
- Completed training in the principles and practices of Project Management or Construction Management under a program sanctioned by a National or International Standards organization (PMI or CMAA)
- Experience in teaching, training, and/or technical writing
- Training in and experience in implementing quality management systems
- Experienced in quality control in the manufacturing or construction environment
- Experience in Supplier Qualification, At-source product quality inspection
- Familiar with quality assurance practices related to microprocessor-controlled equipment
- Experience with any government-regulated industry requiring Quality Management Systems
- Excellent oral and written communication skills
- Excellent analytical and problem solving skills
- Must be authorized to work in the United States.
