This Operations and Maintenance Manager works directly with the Project Manager, The United States Government and the various trades Supervisors. The Operations and Maintenance Manager establishes and maintains a professional working relationship with the Government, Government counterparts, subcontractors, and facility tenants. The Operations and Maintenance Manager is responsible for daily operations and production of the various trade shops and oversees the procurement of required materials and supplies. The Operations and Maintenance Manager also assists with administrative duties associated with field operations, providing technical direction for various Trades Supervisors and their functional areas aboard military installations.

Key Responsibilities:
  • Oversee the daily operations of all trade shops to include Electrical, Plumbing/Pipefitting, HVAC, Structural, Heavy Equipment, Supply, and Work Control.
  • Plan, prioritize, assign, supervise, and review the work of staff responsible for facility maintenance and repairs.
  • Establish schedules and methods for efficient facility maintenance while maintaining costs.
  • Identify resource needs, and reviews needs with appropriate management staff; allocate resources accordingly.
  • Participates in the development of goals and objectives as well as policies and procedures; makes recommendations for changes and improvements to existing standards, policies, and procedures; participates in the implementation of approved policies and procedures; monitors work activities to ensure compliance with established policies and procedures.
  • Monitors expenditures; prepares cost estimates; submits justifications for equipment. Monitors and controls supplies and equipment; orders supplies and tools as necessary.
  • Train or coordinate training in facility maintenance and safety methods, procedures, and techniques.
  • Works with the Safety Supervisor to develop and organize preventative maintenance and safety inspection programs for all facilities and equipment.
  • Attends and participates in professional group meetings; maintains awareness of new trends and developments in the field of facility maintenance; incorporates new developments as appropriate into programs.
  • Coordinates with contractors in providing contract services.
  • Performs other related duties, as assigned, for the purpose of ensuring the efficient and effective functioning of the work.
Performance Skills:
  • Knowledge in the tools, materials, working practices, and methods of the various trades; materials, equipment, working procedures, and methods required in the facility maintenance and repair.
  • Read and understand construction drawings, plans, and specifications.
  • Organize, implement and direct facility maintenance operations and activities.
  • Supervise, train, and evaluate assigned staff.
  • Interpret and explain pertinent policies and procedures.
  • Develop cost estimates for supplies and equipment.
  • Perform the most complex maintenance duties and operate related equipment.
  • Demonstrate tact and diplomacy with the Government and EMI Employees..
  • Develop and recommend systems and procedures related to assigned operations.
