Job Description

E Pluribus Unum (EPU) is a nonprofit, nonpartisan organization whose mission is to build a more just, equitable, and inclusive South, uprooting the barriers that have long divided the region by race and class. Led by former New Orleans Mayor Mitch Landrieu and incubated at Emerson Collective, EPU is focused on changing the divisive narratives that perpetuate systemic and interpersonal racism, cultivating and empowering courageous leaders who are advancing racial equity, and championing transformative policy change.

Now, as our communities face new and evolving challenges in the face of COVID-19, this is an important moment for us to confront the reality that we are divided by design and for us double down on the hard work of racial equity and uniting our communities not just as a question of morality but as an imperative to our ongoing stability and success.

Opportunity

Under the direction of the Director of Policy and Advocacy, the Manager, Government Affairs will work to shape and manage the overall legislative policy and advocacy strategy of E Pluribus Unum by providing analysis and engaging strategic stakeholders.

Responsibilities

  • Develops educational and informational materials and platforms for EPU stakeholders on policy levers and effective tools for achieving equity outcomes
  • Provide legislative expertise and insight into a range of issue areas by interpreting statutes/ordinances and other mechanisms and provides legal expertise
  • Provides written insight and analysis on the legislative and policy history of key issues with an emphasis on southern states
  • Review, evaluate, edit and draft model federal, state, and local legislation
  • Assist in identifying legislative trends and developing strategies and policy language on EPU priority issue areas
  • Collaborate with Public Policy team members to develop the estimated fiscal impact of legislation and provide assessments of government budgets as they relate to legislative actions
  • Provides specialized and technical research projects at the request of the Public Policy Director
  • Produce written materials including bill summaries, white papers, and other informational literature in service of broader team efforts
  • Engage with stakeholders for information sharing and effective coordination of activities to achieve the outcomes of EPU in collaboration with the EPU engagement team

Requirements

  • Master’s degree or law degree preferred, but candidates with a bachelor’s degree and relevant work experience will be considered.
  • 3+ years of experience with legislative matters acquired through work for an entity focused on state, federal, and/or local issues
  • Knowledge of the American South’s demographics, institutions, and history and how they impact the region’s public policy
  • Has a demonstrated understanding of the role that racial inequity plays in our society, and familiarity with racial equity principles that can be applied within the context of job responsibilities and projects.
  • Experience with one (but preferably more) issues of focus for EPU: criminal justice, economic development, labor and workforce, health, civil rights and voting, and education.
  • Exceptional ability to critically analyze policy issues
  • Excellent written communication skills and attention to detail
  • Self-starter; intrinsically motivated with the ability to thrive in a fast-paced environment

The E Pluribus Unum team is based in Washington, DC and New Orleans, LA. While our team is fully remote during COVID-19, this role is expected to be based in Washington, DC or New Orleans once conditions allow.
