Job Description

Next Phase Solutions and Services Inc. is seeking a Capture Manager to lead our efforts to secure new or re-compete contracts and manage account growth, strategy development, new business development, and build customer relationships. Reporting to the Chief Growth Officer, the Civilian Market Capture Manager is responsible for winning new business opportunities for government agencies such as NIST, NOAA, NASA (Goddard), OPM, FCC, HRSA, and DHA. The successful candidate will bring trusted relationships, with the government staff responsible for major programs, built during the candidate’s past delivery experience on federal programs.

Responsibilities:

  • Develop and maintain a new business pipeline of opportunities and drive capture and proposal activities on multiple concurrent opportunities.
  • Support growth initiatives by assessing business opportunities, performing market analysis, collecting business intelligence, meeting with potential customers and teaming partners, and providing input into bid/no-bid decisions. Formulate, communicate, and implement an integrated capture strategy that ensures that the right resources have been assigned to address all actions and oversee the transition of opportunities from capture to the proposal phase.
  • Partner with the Chief Growth Officer, Growth Team, Proposal Center Lead, and SMEs on strategic pursuits to create, manage, support, and present a unified capture plan. Develop and execute capture strategies for corporate opportunities to secure new and/or re-compete contracts. Understand every aspect of a business opportunity, including the scope of work, resource requirements, the impact on schedules, competitive pricing, and budget concerns.
  • Lead capture activities, including strategy sessions, gate reviews, collaboration sessions, work with technical SMEs to capture the Solutions plan, and develop win themes and differentiators. Shape opportunities to increase win probability and drive all aspects of the opportunity from Explore to Pursuit through the Pre-Proposal phase.
  • Collaborate with team members, business development, operational leadership, and Subject Matter Experts (SMEs) to build and execute call plans to position Next Phase for successful pursuits and the submission of competitive proposals.
  • Plan and Participate in:
    • Industry days, conferences, networking, and trade show events to develop contacts and strategic partner relationships.
    • Bamp;P activities, including contribution to white papers, RFIs, Sources Sought Notices, market surveys, RFPs/RFQs, and proposal reviews.
    • Gathering, analyzing, and interpreting data and write reports to examine new opportunities in current and potential markets.


Requirements

Qualifications

  • Program Delivery or Technical Leadership experience at one or more target agencies.
  • Resides in the Maryland, Virginia, Washington, DC region.
  • Displays an extremely high level of verbal and written communication skills, has a polished presentation style to inform customers of Next Phase’s understanding of customer needs and requirements, and ability to meet those requirements.
  • Leadership skills to develop, organize, and execute significant capture activities, including building industry teams, assessing win probability, and managing customer call plans.
  • Experience with federal government business and operations procurement activities including writing proposals for federal customers.
  • Proven record of successful capture management for a variety of acquisition sizes and contract types.
  • Must have experience with opportunity-researching tools including GovWin.
  • Bachelor of Science degree in a related field
  • 7+ years of related experience in Program Delivery/Operations, Business Development, Capture, Proposal, and Federal Government
  • Active PMP

Preferred Qualifications

  • A technical Bachelor of Science degree in Engineering or Computer Science highly desired.
  • Strong, respected relationships within the federal civilian community.
  • Ability to write and take ownership of proposal sections such as management or technical volume.
  • Proven experience capturing revenue-generating and multi-award GWAC/IDIQ prime contract opportunities in the federal IT services market.
  • Experience developing a portfolio of 8(a) directed contracts.
