Navarro Research and Engineering is recruiting for a Procurement Project Manager in Golden, CO.

Navarro is seeking experienced Acquisition personnel to support the National Renewable Energy Laboratory (NREL). NREL is one of the Nation’s premier research facilities that is focused on the advancement of science and energy efficiency, sustainable transportation, and renewable power technologies and provides the knowledge to integrate and optimize energy systems.

The Procurement Project Manager (PPM III) for Acquisition Planning and Market Research and will be assigned to NREL’s Acquisition Strategy amp; Planning Team within Acquisition Services. This PPM will generally be expected to work with the NREL’s Technical Monitors (end users), Project Controllers and Project Managers to develop SOWs and Specifications for purchases and subcontracts and to perform sourcing activities to find appropriate and available resources to meet NREL’s needs. The PPM will work with Subcontract Administrators (on the Sourcing and Subcontracts Team) and Buyers (on the Simplified Acquisitions Team) to collaborate and transition subcontract awards when the sources have been determined and the SOW/specifications are complete for a given procurement.

  • Strong negotiation skills for cost-type, fixed price, and commodities-type blanket order subcontracts.
  • Ability to develop strategies to effectively deal with project and program contractual issues.
  • Strong cost/price analytical skills and business math skills.
  • Strong interpersonal skills and written and verbal communication skills, with previous exposure to diverse assignments.
  • Requires attention to detail, planning and organizational abilities, as well as the developed ability to work in a changing and fast-paced, team- oriented environment, interpret and discuss technical information with others, and analyze and provide solutions to complex contractual issues.

Education and Experience requirements:

  • 5 years with BS Degree, or
  • 3 years with MS Degree, or
  • Equivalent relevant experience may be substituted for education.
