Navarro Research and Engineering is recruiting for a Subcontract Administrator for Ramp;D in Golden, CO.

Navarro is seeking experienced Acquisition personnel to support the National Renewable Energy Laboratory (NREL). NREL is one of the Nation’s premier research facilities that is focused on the advancement of science and energy efficiency, sustainable transportation, and renewable power technologies and provides the knowledge to integrate and optimize energy systems.
The Subcontract Administrator will be a SA III or SA IV for Research and Development (Ramp;D) and will be assigned to NREL’s Sourcing and Subcontracts Group within Acquisition Services and generally be expected to work with the Procurement Project Managers within Acquisitions Services to receive completed SOWs and acquisition plans and to execute those plans to the greatest extent possible. This can mean prepare and release solicitations, receive proposals, negotiate, document, and award purchase orders and subcontracts for all services and equipment necessary for the Ramp;D project. This specialization may work with universities and may involve significant negotiation of intellectual property terms in collaboration with NREL’s Office of General Counsel and conditions. The complexity of the procurements and awards assigned will depend on the experience of the resource provided by the Vendor for this work.
Requirements
- Demonstrated subcontract administration experience with Ramp;D and non-Ramp;D procurements.
- Working knowledge of Federal/DOE acquisition regulations (specifically the Federal Acquisition Regulation- FAR) and procurement and contract knowledge in applying governing terms and conditions.
- Strong negotiation skills for cost-type, fixed price, and commodities-type blanket order subcontracts.
- Ability to develop strategies to effectively deal with project and program contractual issues. Strong cost/price analytical skills and business math skills.
- Strong interpersonal skills and written and verbal communication skills, with previous exposure to diverse assignments.
- Requires attention to detail, planning, and organizational abilities, as well as the developed ability to work in a changing and fast-paced, team-oriented environment, interpret and discuss technical information with others, and analyze and provide solutions to complex contractual issues.
- Strong computer skills, including Microsoft Office Suite.
SA (Professional III):
- 5 years with BS Degree, or
- 3 years with MS Degree, or
- Equivalent relevant experience may be substituted for education.
Senior SA (Professional IV):
- 9 years with BS Degree, or
- 7 years with MS Degree, or
- 4 years with PhD, or
- 4 years with JD, or
- Equivalent relevant experience may be substituted for education.
Due to the nature of the government contract requirements and/or clearances requirements, US citizenship is required.
