Job Description



First Division Consulting is seeking a full-time Acquisition amp; Program Management Analyst IV who will provide ongoing analytical, acquisition, contracts and administrative support to NAVSEA Programs.

ESSENTIAL JOB FUNCTIONS:

Develop and draft acquisition strategies, acquisition plans and other acquisition documents for Navy Expeditionary product lines. Assist with determining and executing program strategy, strategic financial planning (e.g. POM amp; FYDP), and coordinate activities with higher headquarters, NAVSEA and HQ Navy. Prepare, configure and staff all Milestone documentation. Lead and provide oversight of product IPT. Advise the Government on techniques to manage the program budget and master schedule. Identify cost, schedule and performance tradeoffs. May also lead projects supporting pre/post award contracts, financial management, risk management, total ownership cost determination, and contract coordination. Coordinates contracting actions and meetings with clients, contracting officers and other offices.

Prepare formal Program Management briefings and status reports using Microsoft PowerPoint. Generate and maintain complex Financial Trackers using Microsoft Excel to monitor and maintain contract and CLIN level funding on Navy ACAT programs. Follow established procedures and provide creative input on new approaches to fulfill project goals.

Requirements

REQUIRED SKILLS AND QUALIFICATIONS:

Bachelor's degree and 15+ years of related experience

Subject matter expertise implementing requirements of the FAR, DFAR, DoD 5000 and SECNAVINST 5000 program Acquisition Instructions and the Defense Acquisition Guidebook (DAG)

Advanced technical, analytical and problem-solving skills, and be able to manage multiple projects simultaneously

Strong verbal and written communication skills and proficiency with Microsoft Outlook, Word, Excel, PowerPoint, Teams and Project

Must possess an active Dept. of Defense (DoD) security clearance

PREFERRED SKILLS AND QUALIFICATIONS:

Experience with integration of program offices in NAVSEA or within a Navy Program Executive Office (PEO).

Experience with Navy Bureau of Medicine and Surgery (BUMED).

Possess DoD Acquisition Level III qualification or equivalent

Experience with Defense Acquisition System Joint Capabilities Integration and Development System (JCIDS)
