Job Description

The HALO Trust (USA) Government Affairs Officer is a position that supports the HALO’s government affairs team with their interaction with the US Governmentprimarily the State Department. Our office is based in Washington, DC, but the position can be location-agnostic within the U.S.

The HALO Trust employs over 8,500 people in 25 countries to create safe and secure environments in war torn communities by clearing landmines, managing stockpiles of weapons, and destroying unexploded ordnance.

Overview

HALO manages about 30 concurrent grants and cooperative agreements with the US government. The Government Affairs Officer will be involved in liaising between the US and our international programs, helping craft proposals, monitoring work progress, and ensuring that all HALO programs comply with various US laws and regulations. Additionally, there will be opportunities to research and explore new relationships with other US government grant writing offices.

This role reports to the HALO Trust USA Head of Government Affairs and works within a larger government affairs and HALO team. The role requires attention to detail, organization, critical thinking, and a willingness to enforce standards and best practices. The Government Affairs Officer will be exposed to the granular details of US grant management and will gain experience working within a large, international team.

Responsibilities include

  • Manage administration for the full life cycle for HALO’s government and private awards. This includes preparing materials for proposals, tracking progress, meeting administrative and legal requirements, reporting, and closeout.
  • Liaising with State Department and other government offices to receive guidance on award activities and pass it along to HALO’s international country programs.
  • Performing sanctions monitoring for HALO’s international programs.
  • Assisting with some implementation of HALO’s domestic programs, which may include academic and research projects. This may include financial accounting and payroll processing as well as research and writing.
  • Maintain clean and comprehensive administrative files and be responsible for assisting with yearly audits of HALO’s accounts and awards.
  • Perform some research and analysis on US foreign assistance spending.
  • Be able to teach and educate HALO staff about grant management best practices.
  • Be available to cover other tasks, as required.

Requirements

  • Bachelor’s degree
  • Prefer at least two years’ experience working in field related to grant management, office management, or client or constituent services.
  • Strong proofreading, editing, and writing skills
  • Experience reviewing and checking numerical products like budgets, financial transaction sheets, cost-analyses, or payroll.
  • Ability to prepare and maintain detailed reports in an accurate, complete, and timely manner.
  • Willingness to interact with and maintain files within the SAMS Domestic and US Payment Management System portal.
  • Ability to plan and manage workflow and deadlines on multiple projects simultaneously
  • Possess the interpersonal skills to interact with internationally based staff across multiple time zones.
  • Proficiency in MS Office, PowerPoint, Excel, Adobe Acrobat
  • Willingness to be flexible and maintain a strong work ethic through varied work requirements.
