Sr. Director, Economic Security and Benefits

Arlington, Virginia
.Candidate must be willing to work at least 60% of the time from the VA office.

This position will be a hybrid position (office/home). Must have large scale project/program management.

Must have a strong understanding of the economic security needs of older adults, to include, expertise of Medicare and/or Medicaid, related federal and state health policy issues, other federal and state low-income benefit programs, and provisions of the Affordable Care Act relating to vulnerable seniors, consumers and service providers.

NCOA, a national voice for every American’s right to age well, has an exciting opportunity for a Senior Director of Economic Security and Benefits, in its Arlington, VA office.

Senior Director of Economic Security and Benefits will lead the NCOA community based Economic Security team including the National Center for Benefits Outreach and Enrollment (NCBOE). This senior level position includes a broad set of responsibilities including leading and managing a broad team, bringing and developing a deep subject matter expertise, and developing new business opportunities for NCOA. The Senior Director is accountable for the broad community based economic security portfolio within NCOA.

Key responsibilities include the following:

Leadership and Management

  • Provide management and oversight to the Center for Benefits Access including the National Center for Benefits Outreach and Enrollment (NCBOE).
  • Lead the community-based economic security and benefits portfolio
  • Provide management and mentorship to a large and diverse team through direct and indirect supervision
  • Develop multi-year business plans to grow and execute the NCOA work

Subject Matter Expertise and Policy Acumen

  • Bring knowledge and expertise of Medicare, Medicaid, public benefit programs (e.g., SNAP, Medicare Savings program, Low Income Subsidy program, etc.)
  • Bring knowledge and expertise in the economic security needs of older adults
  • Bring knowledge and expertise in the needs of older adults, especially those who are struggling
  • Be innovative and forward thinking on the opportunities to serve the economic security of older adults

Business Development

  • Develop new partnerships to support NCOA’s economic security program
  • Establish, build, and maintain relationships aligned to NCOA’s economic security strategy
  • Lead the bring to market strategies of new community based economic security programs and solutions designed to serve older adults

Leadership Traits

  • Demonstrated ability to develop, maintain and grow complex partnerships with senior level individuals across all business sectors
  • Demonstrated ability to lead national-scale programs
  • Demonstrated ability to identify, prevent and/or mitigate issues related to national-scale programs



Requirements

1. Master’s degree and 10+ years of related professional experience

2. Must have large scale project/program management.

3. Must have a strong understanding of the economic security needs of older adults, to include, expertise of Medicare and/or Medicaid, related federal and state health policy issues, other federal and state low-income benefit programs, and provisions of the Affordable Care Act relating to vulnerable seniors, consumers and service providers.

4. Demonstrated expertise in the economic security needs of older adults

5. Demonstrated expertise of Medicare and/or Medicaid, related federal and state health policy issues, other federal and state low-income benefit programs, and provisions of the Affordable Care Act relating to vulnerable seniors, consumers and service providers.

6. Demonstrated expertise in managing national multi-million programs with a broad set of stakeholders

7. Experience in relationship development and cultivation both inside and outside of government, non-profits and for profit organizations

8. Experience managing, empowering and leading teams within person, remote, and hybrid staff

9. Experience in grant writing, proposal development, and developing a business pipeline
