Project BackgroundIn 2017, the World Bank, R4D, and 1000 Days created the Investment Framework for Nutrition as a roadmap to achieve the World Health Assembly (WHA) nutrition targets by 2025. The framework estimates that the world needs to mobilize an annual additional investment of $7 billion per year to scale-up nutrition-specific interventions at the level needed to achieve the global targets, where, of these costs, $2.3 billion per year is needed for a priority package of ready-to-scale interventions. Since then, R4D has been tracking donor disbursements to priority interventions needed to achieve the WHA nutrition targets to monitor progress toward the financial benchmarks laid out in the Investment Framework. R4D has conducted this analysis for disbursement data from 2015 through 2019, and is preparing to analyze the latest 2020 data in early 2022.OpportunityTo support this work, the Nutrition team is seeking a consultant to support data management and program coding in R and Excel. The consultant will work collaboratively with the Senior Program Associate and the Program Officer to improve existing program code (in R) to more efficiently conduct the analysis and merge datasets from previous years of analysis. Activities, Expected Results, and Expected DeliverablesActivities The Data Management and Coding Expert Consultant will lead and/or support the following activities: 1. Improve and update existing R code based on existing methodology to track global flows of Official Development Assistance (ODA) to the World Health Assembly global nutrition targets2. Support the Senior Program Associate to troubleshoot and fix errors in R code 3. Support the Senior Program Associate to clean and manage several large Excel databases created and analyzed through RExpected Deliverables The expected deliverables of this activity are: · Merged and clean dataset for 2015-2019 data in Excel, then subsequently add the year 2020 when available· Updated R scripts that account for improvements in the methodology and streamline the analytical process, serving as the new and improved program for subsequent annual analyses Desired Skills and Experience Top applicants to this consultancy will possess the following skills and experience: · Demonstrated experience and expertise in R programming language, with ability to train others· Demonstrated expertise in Microsoft Excel· Ability to work well individually and in a team, including working with teams based remotely · Ability to provide troubleshooting and problem-solving support to project members · Familiarity with global health and nutrition programming · Strong communication skills· Analytical thinking skills · Problem-solving skills · Flexibility and adaptability · Excellent English skills (native written and verbal fluency)Timeline · The consultancy is to begin in January 2022 and is expected to continue through July 2022.· Part time during this period based on agreed upon work plan with the project team; 20-30 daysAccountability· Mary D’Alimonte, Associate Director, a
