The CDC Foundation is working with CDC and state and local authorities to provide surge staffing that are crucial to the nation’s COVID-19 response including support for implementation of COVID-19 vaccine.The Contract and Procurement analyst will perform varied and complex work related to the procurement and contracting of partners or contractors. The incumbent will work with stakeholders to scope out and write contracts to address vaccine equity in selected populations; proactively identify, negotiate with, and support the hiring of potential partners or contractors for rapid deployment of vaccine equity funding through these contracts; attend and support the interview and hiring process of potential partners or contractors; manage ongoing contracts to ensure compliance with state financial, contractual, and program reporting requirements; assist managers and staff and external stakeholders to support the procurement of program partners or contractors and invoicing for payment.Responsibilities
  • Researches, interprets, and communicates contract-related laws, regulations, and policies and procedures to produce an effective solicitation document in accordance with all applicable statutes jurisdiction specific contracting procedures and policies, and other applicable codes.
  • Reviews invoices for compliance, completeness, and all required documentation for proper invoicing.
  • Independently coordinates the implementation of contracts, grants, and service order requests and inputs information into relevant systems for processing.
  • Acts as the lead analyst for procurement needs
  • Researches, interprets, and communicates procurement related laws, regulations, policies and procedures to produce effective documents in accordance with all applicable statutes, jurisdiction specific contracting procedures and policies, and other applicable codes.
  • Independently coordinates the procurement and service order requests and inputs information for processing.
  • Monitors fiscal aspects of the procurements to ensure compliance with the terms of the agreements.
  • Analyzes invoices against executed procurement requirements and orders for compliance, completeness, and deliverables.
  • Leads the development of scope of work and budget exhibits, and publishing online grant, contract and procurement projects using various methods including; request for proposals, request for quotations, request for offers, invitation for bids, service orders, interagency agreements, contracts, and grants. Provides analytical support including recommendations to management regarding procurement, grants, and contracts.
  • Develops correspondence in response to inquiries from interested parties, in response to proposals received and/or in support of other procurement related activities including inquiries from State/federal agencies. Provides continuous assessment on the status of project activities including compliance with timelines, potential project risks and recommend mitigation plan(s). Provides analysis and recommendations.
  • Requests proper billing codes from fiscal analysts to ensure appropriate funding is utilized. Creates and/or updates databases using tracking mechanisms for tracking invoices. Ensures all required accounting documents are complete for timely processing of invoices, accurate accruals, and contract balances. Reviews and tracks budget expenditures and allocations to ensure encumbrance and expenditures are submitted appropriately.
  • Other job-related duties as required.
Education
  • Bachelor’s degree in Business Administration, Accounting or related field required.
  • Three years procurement and contracting experience in the public sector.
