Job Description

Reporting to the Deputy Executive Director, the Programs Manager develops, implements and oversees activities designed to facilitate supportive services to our clients’ customers. The Programs Manager is responsible for the management and supervision of key Program staff including Services Coordinators, Stability Specialist, Intake Coordinators, and Health Care Navigators. Will be responsible for providing the day-to-day service delivery; acting on behalf of our client as the primary program contact for contract and sub-contracted agencies. Program Managers play a key role in the continued integration of the Coordinated Entry System (CES), attend community and county meetings on behalf of the client and supports and strengthens service coordination between our client and partner agencies. PM’s are also responsible for oversight and decision making with respect to the contractual responsibilities including QA audits, financial management, and outcomes both for our clients’ internal outcomes.

ESSENTIAL FUNCTIONS:

  1. Provides direct supervision to assigned staff providing mentoring, training, and structure for consistency of service delivery in accordance with our clients’ service delivery model.
  2. Assess caseloads by providing guidance and direction to each team member, conducts case reviews; leads regularly scheduled meetings for case conferencing and coordination of services.
  3. Manages departmental financial requests including direct/indirect financial assistance and petty cash, disbursement, tracking, accumulation of supporting documentation and receipts, and submission to finance.
  4. Works with the Deputy Executive Director to ensure staff are trained and stabilization services are being completed and conducted in accordance with models of best practices (e.g. Housing First, Motivational Interviewing, Harm Reduction, Trauma-Informed Care, etc.).
  5. Works with other Directors and Managers to coordinate services across the departments and collaborate with agency partners to increase partner relationships and care coordination across the continuum of service delivery.
  6. Assists with development and implementation of program procedures for services coordination and oversee implementation of processes to determine eligibility and house clients in permanent housing guided by Housing First principles.
  7. Works with the Finance team to monitor budgets and invoices, and approve all program costs ensuring that funding is spent appropriately and accurately.
  8. Works together with the Leadership Team to strategically set, collect, and evaluate data and outcomes for the programs department to measure and inform the work of the department and that services being delivered are efficient and effective.
  9. Works to ensure services are tracked efficiently; consistent data collection within appropriate program data systems, e.g., Management Information System (HMIS)) is maintained; on-going program file reviews are consistent; and any other monthly, quarterly, and/or annual reporting as contractually required is completed.
  10. In collaboration with Human Resources, responsible for the recruitment, selection, and hiring of staff as needed.
  11. Participates in agency and community meetings as appropriate.
  12. Any additional tasks, projects, job duties, and responsibilities as may be assigned from time to time by Deputy Executive Director or Executive Director.

Requirements

  • Must possess and demonstrate leadership and administrative skills

  • Understanding of the Coordinated Entry System utilized in San Bernardino County
  • Must have knowledge of issues facing homeless and previously homeless population (e.g. health, substance abuse, mental health, domestic abuse, child welfare, resources for undocumented)
  • Basic knowledge of housing and housing-related laws specific to San Bernardino County/California
  • Creative problem-solving skills
  • Excellent written and verbal communication skills
  • Ability to work in a team and independently
  • Maintain and execute confidential information according to HIPAA standards
  • Cross-cultural, inter-generational and interpersonal skills.
  • General knowledge of database entry and reporting.
  • Ability to develop and maintain relationships with community partners and outside agencies.
