0020-Procurement Analyst

OCT Consulting is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

Responsibilities and Duties

We currently have an opening for a Procurement Analyst with at least six (6) years of acquisitions policy and compliance experience. We are looking for an analyst with expertise in acquisition policy and compliance. The selected candidate will have a background in the revision of and/or the development of acquisitions policies and procedures. This position will also have the additional responsibility of providing project management-related duties that will include maintaining the project management plan, staffing plans, quality control plans, and transition plans. You will also develop and submit weekly and monthly status reports to the COR.

Duties include but are not limited to:

  • Review Acquisition policies and procedures to ensure the Bureau’s acquisition program complies with current regulatory requirements.
  • Obtain resource materials and research current guidance and information from entities such as OMB, OFPP, DOJ, other regulatory bodies and/or the FAR to assist with the development and delivery of sustainable and current procedures for dealing with the myriad of issues related to acquisitions.
  • Assist in generating ad-hoc reports, using UFMS, to assure proper content and availability of necessary information is readily available to ATF’s Acquisitions Staff. Use Business Objects to generate specific agency reports from UFMS upon request.
  • Generate additional reports from other government-wide databases such as the Contractor Performance Assessment Reporting System (CPARS), FPDS-NG, SAM, and other available systems upon request.
  • Assist in the research, development and upkeep of local regulations, provisions and clauses, Acquisitions Manual, DOJ Procurement Guidance Documents, and other Federal regulatory guidance. Assist with the development of supporting documentation regarding regulatory changes and how Acquisitions Staff can fully meet all Federal policies and
  • Serve as an expert and technical source for interpreting acquisition policies and procedures and offer sound, researched advice to mediate or address current issues within the acquisition realm.
  • Serve as a POC for the Acquisitions and Policy staff to assist in responding to the Office of Inspector General (OIG) Audit Findings, Government Accountability Office (GAO) protests and audits, agency protests, and other entities’ queries.
  • Assist internal Acquisitions Staff with issues or questions by researching and providing accurate and viable guidance on methods and paths to successful adjudication of issues or queries, if necessary.
  • Provide expert analysis in identifying regulatory or procedural deficiencies and offer sound, researched advice on finding a remedy if not a mitigation plan to correct those deficiencies.
  • Assist in the development of and participate in training Acquisitions Staff and/or other stakeholders to enhance their understanding of acquisition regulations, processes and/or procedures.
  • Provide support in developing training sessions to include COR instructions, use of the government purchase card (GPC) and travel card, CPARS evaluations, tracking
  • Identify discrepancies and recommend remedial actions to mitigate program risk.
  • Prepare briefings and reports that directly support acquisition and program-management functions and provide recommendations for improvement and efficiency.
  • Possess well-developed skills in public speaking, instructional-training sessions and writing techniques.
  • Maintain a high level of attention to detail and support findings or recommendations for complex, acquisition-related issues in a clear, concise, complete and accurate manner.
  • Operate under general-administrative supervision with the expectation of working independently on certain actions and presenting findings in a logical manner
  • Balance highly-complex, highly-visible Program demands that sometimes have conflicting priorities within the Program Office(s) or between the Program Office(s) and the Acquisitions Branch or Acquisitions Policy amp; Compliance Branch.
  • Conduct thorough analysis and have meaningful interaction with staff, resulting in expert advice provided to said Branch(es) for action.
